After obtaining his medical degree from the University of Manitoba in Canada, Dr. Frank A. Manning completed a residency in Obstetrics and Gynecology at the Health Sciences Centre at Winnipeg, Manitoba, Canada and a perinatal Fellowship at the Nuffield Institute for Medical Research at Headley Way, Headington, Oxford, England. He also received a M.Sc. Degree from the University of Oxford. He is board certified by the American College of Obstetrics and Gynecology, and by the American Board of Obstetrics and Gynecology with a subspecialty in Maternal-Fetal Medicine. In the early 1980s he became head of the Division of Maternal-Fetal medicine, Department of Obstetrics, Gynecology and Reproductive Sciences, University of Manitoba, Winnipeg, Manitoba, Canada.

Since the mid- 1970s Dr. Manning has worked in various areas fetal sonography. He was well-known for developing in utero fetal transfusion and therapy techniques, Rhesus iso-immunization, intrauterine growth retardation, the study of breathing movements, and the inventiion of the fetal biophysical profile (with Lawrence Platt) for the monitoring of fetal well being. In 1980 he published the book: "Fetal Medicine: Principle and Practice" where the biophysical profile was discussed in great detail.

In November 1998, he joined Montefiore’s Department of Obstetrics & Gynecology and Women’s Health as director of its Hartsdale Fetal Medicine Institute. Before that Manning was at the New York Presbyterian Medical Center, University of Columbia, where he served as the director of the Division of Maternal-Fetal Medicine and Clinical Obstetrics, and as professor in the Department of Obstetrics and Gynecology and Women’s Health. He is now Clinical Professor of Obstetrics and Gynecology and Co-Director, Division of Maternal Fetal Medicine, Albert Einstein College of Medicine, Bronx, New York.
